Protests Against Parliament Breach:

After the recent parliament breach by 2 members with tear gas,(Major Security Breach: Parliament Attack | Onevision Media) the opposition stood strong regarding the breach and reasons to take place. In this regard, the opposition party MPs have protested strongly regardless of limits which led to this situation.

A total of 78 MP’s have been suspended which include 33 Lok Sabha members and 45 Rajya Sabha members. The suspension has been very common in recent years but this is the first incident of suspending 78 MP’s in a  single day. Many MPs have been suspended for the total winter session while few of them lasted the suspension for less than a week.

Concerning this, the Congress leader ‘Jairam Ramesh’ suspended himself from Rajya Sabha.

Why This Suspension Happened:

The exact reason for the suspension is due to exceeding the limits of protests in the parliament which led to the embarrassment of the speaker and chairman of Rajya Sabha while the members of Lok Sabha have been suspended due to disturbing the parliament sessions by protests and demanding a statement from Home Minister ‘Amit Shah’ as main regard.

The protests are very common in Parliament by opposition parties regarding the concerns of any issue and many MP’s have been suspended over the years due to protests exceeding the limits.

The Grave And Disorderly Conduct:

The suspension is not that easy, in the first step the speaker can direct any MP over any violation to withdraw from the session. If the violation exceeds then the speaker has to pass a “motion to suspend” until whatever time the speaker directs.

In 2001 the Lok Sabha brought “grave and disorderly conduct”  which eliminates the need for the motion for suspension where the speaker can directly suspend the member. In the least case, the speaker can revoke the member from Parliament upon extreme actions by MPs.  The speaker of Lok Sabha and the chairman of Rajya Sabha are the main in taking the action of suspension.

Rajya Sabha did not employ any kind of laws regarding suspension as Lok Sabha has ‘grave and disorderly conduct’.

Conclusion:

The MPs find it difficult to share the points exactly without protest which explains the dissatisfaction over any action. Sometimes these protests exceed limits which leads to suspension from the head of sessions which has been very common in recent years. A total of 149 suspensions took place from 2019 which is high compared to 81 suspensions from 2014 – 2019. The suspended members can take part in upcoming sessions within days or months as directed by the head of the session.
