India is ready to launch a (HEMS) helicopter emergency service soon. The Uttarakhand government is set to provide helicopter services with a range of 150km radius. This initiative comes as part of a government plan to expand its medical [outreach] and trauma care services.

The Uttarakhand government has released full details regarding the helicopter emergency services. We have provided all the information regarding the government plan that was announced recently.

Helicopter Emergency Medical Service (HEMS):

Uttarakhand government is ready to launch India’s first helicopter emergency service, named (HEMS) Helicopter Emergency Medical Service. Uttarakhand Civil Aviation Minister “Jyotiraditya Scindia” has announced about HEMS and stated it will be placed at “All India Institute of Medical Sciences (AIIMS) of Rishikesh, which provides a coverage of around 150km radius.

This HEMS is aimed at providing medical facilities for accident victims and patients. Though the aviation minister announced this, the approval for providing the medical services is underway. This plan is part of the government’s initiative to expand medical [outreach] and trauma care services by helicopters.

Udan Project:

This will provide a timely transport system for accident victims and as well as patients from hilly areas to AIIMS. The importance lies in the timely transportation that supports life-saving medication along with in-time hospitality services.

The HEMS will be operating under “Sanjeevani” with another project under process. The first HEMS services will be at AIIMS of Rishikesh while the other project that is under process will be at Hindon Air Base to Pithoragarh.  The bidding process for the routes has been completed and a separate route will be established for the services. The separate route will be established under Ude Desh Ka Aam Nagrik (UDAN). This project is going to be life-saving for many people of Uttarakhand as it will be mostly beneficial during emergencies and natural disasters.

Hems Benefits:

The cost of the helicopter services is not yet revealed but can be estimated as affordable, as these services are brought for the general public in emergencies. Though the cost is not revealed the helicopter services might be utilized for free if governments bear all the expenses.

This can be widely beneficial for people in remote areas with limited infrastructure and mountain areas. This will fill the gaps of the health sector with the best travel support during emergencies minimizing the chances of death.

This is going to be one of the revolutionary ideas in India for the common public regarding the medical sector. This announcement was made after the inauguration of the terminal building of phase 2 at Jolly Grant Airport Dehradun virtually.

Conclusion:

The aviation minister said the number of helicopters for this service will be increased to a maximum of 21 in coming years. The government will be looking after everything from its manufacturing to assembling helicopters along with the construction of new airports.

The Uttarakhand cabinet approved this Helipad and Heliport policy in December 2023. This policy was proposed by Uttarakhand Civil Aviation Development Authority (UCADA) in cabinet. This is responsible for developing Civil Aviation Infrastructure and Ecosystem in the state. This project was considered under the state government mission of Empowered Uttarakhand in 2025 and depends on this mission.
